Chief Executive Officer
Frank brings the technical vision to QOS. He understands that you want to enable your business for growth. With his base of knowledge that involves telecom and cloud networks, he is going to work to understand where your company’s core IT issues come from and ensure that the solution meets the needs of and aligns with your business strategies and goals. Frank does not consider himself an IT consultant, but rather a business leader that strategizes and implements technological designs for the well-being of your business.
In his spare time, Frank is a commercial pilot and enjoys flying around the country. Frank uses the 3Ps of aviation safety and decision-making every day while working with his clients: Perceive, Process, and Perform. With your input, he’ll perceive the given set of circumstances, and process that to determine the impact to your business’ objectives. Frank will then provide you and your colleagues the best course of action, enabling your business to perform at peak levels.

As a serial entrepreneur, Mitch has spent the past two decades building B2B SaaS companies withpassionate, driven, and ambitious minds who relish in blasting through walls other see impervious. Hisprimary areas of expertise include: Corporate Strategy, Finance, Ops, Culture, and Business Affairs.
Director of PMO
Matthew oversees the entire provisioning process, which includes the work of the QOS project managers. His primary mission is to assure that customer orders are placed correctly with the carriers and to own the provisioning process through circuit delivery, equipment installation, and activation. Matt started out his career as a IT network technician, working on the LAN for a small company. Furthering his Cisco education led to more opportunities in technical support and project engineering on the carrier side, which in turn led him to project engineer the largest client for QOS at the time. He feels that QOS’ approach and his abilities were a natural fit, and as a result, he is a technical resource to clients by working directly with vendors to assist with voice and data challenges throughout the process.
Matt values doing right by QOS’ customers and partners and believes that’s what is most important to this company. By taking care of the partners, we are able to help them scale their business more quickly than many of our competitors, which sets apart QOS Networks from other companies. Matt believes clients choose our company because we have the technical expertise and industry experience to design a solution that works for them. This saves our clients money over the long haul as the solutions we provide are efficient for their needs. By leading a strong and knowledgeable project management team, Matt ensures services are installed quickly, allowing Matt time to pinpoint and assist with carrier repairs and escalations when needed.

VP of Marketing
As a veteran of the SD-WAN and cloud industries, Stefanie Ryan brings a wealth of knowledge and experience building marketing programs. She focuses on brand identity, messaging and content, and building out strategic marketing programs.
She has her Bachelor of Arts in Psychology and Social Behavior from the University of California, Irvine, and her Masters of Business Administration from Washington State University.
Director of Network Operations
Brandon O’Brien brings discipline and vision to the QOS Networks engineering team. As the Director of Network Operations of QOS, Brandon is tasked with driving precision and practical knowledge to clients every day. Brandon is a Marine Corps Veteran that was assigned to Alpha Company, Marine Wing Communication Squadron 38, Marine Air Control Group 38, III Marine Aircraft Wing in Miramar, CA. Brandon uses his tactical experience he gained from his deployment in Afghanistan in support of Operation Enduring Freedom where he served as a Tactical Data Network Specialist to drive meaningful results for clients. After his time in the military, Brandon managed the network operations team for one of California’s largest banks and has many accolades to prove it. With the combination of client experience and discipline, Brandon works tirelessly to manage a fast-growing team of experts at QOS that engineer change for clients. His vision is to build, design and manage the best performing networks for clients with the latest technology. When work ends Brandon has a passion for airplanes and flight operations and aspires to be a pilot in the near future.
